Does a dog carrier count as a carry-on?

Here are size and weight specifications for JetBlue (17" x 12.5" x 8.5"), American Airlines(18” x 11” x 11” for soft-sided bags, 19” x 13” x 9” for hard-sided kennels), and Delta and United (both 18” x 11” x 11”). Make sure your pet has room to stand up and turn around while inside.
